Rights with regard to a Holiday

Booked a two week holiday through a Tour Operator last summer of this year and the room allocated to us in Hotel was below standard. Have written to tour operators to complain and ask for a refund (under Sales of Goods & Services Act), they are not accepting liability. Can anyone please advise on my rights and/or best way forward.
 
Did you complain at the time to the Tour Rep? If not, I would doubt you would have any prospect of success.
 
Yes I did, I asked for a change of room (problem was noise, room was a stand alone room located beside marble stairs and two lifts - all incoming and outgoing traffic passsed by our door - not soundproofed at all and also, to top it off, a plastic tunnel leading from one building to another was right outside our room) and was told by her that "the hotel was full, in fact Europe is shut down for the summer what do you want me to do", I then asked her for a change of hotel and she said she couldnt facilitate this.
