Right to remove boundary hedge

My neighbour and I planted a hedge on the bondary between our properties five years ago. We shared the cost of buying and putting in the hedge. I now want to remove teh hedge and replace it with a regular concrete wall. The neigbour is not happy about it Do I need the neighbours permission to cut down the hedge ?.
 
Always best to keep things civil with your neighbour and from what i understand it seems like you both own the hedge. You can't very well chop it down without his permission! But if you insist on building your wall, then do it inside your own boundary and he can't argue against that. I think if its a rear boundary wall you can go to 2m high, can't remember what the height is for the front.
