Returning to Ireland to work

A friend is returning to Ireland to live and work after being in the UK for the past twenty+ years. What's the procedure re registering for tax; etc. - and also will be bringing a car - will that need to be re-registered here?

Any help with procedures much appreciated.

If friend has worked here before, not an issue as he will have pps number.
Their is also a double taxation agreement in place, so in year of transfer, you can choose where to pay tax.

If friend owns car (must have owned it for 6 months), and can't sell it for a year, then no VRT.

Must inform revenue within 1 working day of arriving. Big fines if you don't.
