if a building was built without planning permission and then retention was applied for and councils decision is GRANT PERMISSION FOR RETENTION.

Does this mean the building now has planning?

Please advice. I dont understand this.
 
assuming there is a cert from an Arch or Eng confirming the dwelling is as per the retention submission
