retail ecommerce VAT rates outside ireland

could someone help me with this - what are the rates of vat for retail sales outside ireland for a business registered for vat in the republic - i think that the individual rates of the eu states apply for eu sales but what about outside that - what is the story

and as an aside - can someone confirm that people who sell abroad are responsible for keeping up with any changes in the the vat rates of all countries

You sell at the Irish VAT rate regardless of who you sell to, AFAIK.

VAT and eCommerce is a complex area - at one stage, the VAT rules depended on the location of the servers executing the transaction, rather than the business itself. Not sure if this is still the case.
