Resident outside Ireland - provide PPSN?

I started the registration process on householdcharge.ie

On the first page you are asked whether you are resident outside Ireland and do not have a PPSN.

This contradicts my own situation: My place of residence is outside Ireland but I have a PPSN, albeit dormant for the last couple of years.

So, should I declare the PPSN or not?

If your country of residence is outside the Republic of Ireland and you do not have a PPSN/TRN please tick this box:

Don't click the box and use your PPSN I'd say. I don't know what you mean by your PPSN being "dormant" though.
