This contradicts my own situation: My place of residence is outside Ireland but I have a PPSN, albeit dormant for the last couple of years. So, should I declare the PPSN or not?

Don't click the box and use your PPSN I'd say. I don't know what you mean by your PPSN being "dormant" though.
