Require duplicate Driving licence to different address

I lost my licence and have got all the forms filled etc. I rang the Limerick office (where the original licence was issued from) and asked them if I could change the address to my home place in Galway.

She said I could but would have to go to the Galway council to get it issued as the Limerick office can only issue licences to Limerick addresses.

I find it hard to believe that all I have to do is walk into the Galway office and get a new full licence but she insisted that this was all I need to do once I have evidence of the new address. Has anyone any experience of this?
 
You'll soon find out if you send in your form to Galway! Since licences are issued by the local authority, the course of action you've been told to follow sounds correct.

I guess that there has to be a central point where the details of everyones' licence are recorded (peno points and all!!) and the local authority now only perform the administrative function of issuing the hard copy of the licence.
