Report to shareholders and directors not sent to shareholders

I have become one of the directors of a limited company, which is the management company for the freehold and leasehold of about 20 residential properties. The annual accounts each year includes a report to shareholders and directors, which has more specific information about expenditure, director's reimbursements etc. The accountant recommended to the directors that the accounts should be read in conjunction with the report. However, this report has not been included in copies of annual accounts sent to all shareholders (about 20 in number) for the past three years. What legal obligation does this company have to provide this report to the shareholders under company law? Thanks.
