Repay VAT if selling a property from investment portfolio?

Brother has 3 investment apartments and is registered for VAT. However he is losing c. 2700 pm net. Would like to sell one apartment but his accountant says he will have to repay all the VAT if he sells one property. Just want someone who knows to confirm if this is the case please. Thank you.
 
id be interested in the replies you get - so im bookmarking my spot. There is quite a lot of research about this on this very site - but im not sure if it ever came to a solid conclusion. It depends on how you interpret the legislation. Best bet would be an accountant.
