Renting a property query - help needed please

I have recently bought a new property which I have been living in - however, I am moving away with work so I intend to rent out the property.
I have received some phonecalls from perspective tenants who have asked me will I accept rental allowance / social welfare payments.

If I do, will (i) the money be paid to me directly by the social welfare every month?; (ii) will I need to register as a landlord or provide my PPS number to the tenant? (iii) what sort of stamp duty am I liable to?

Also, out of interest - what constitutes owner occupier - i.e if I stay in the house 1 night a week, do I still classify as an owner ocupier?

If I decide to live in the house at the weekend and rent a room to a tenant the rest of the time, am I still exempt from stamp duty once the rental income does not exceed the €19k threshold?

If someone could please advise, I would greatly appreciate it.

You do need to provide a PPS no so that the tenant can claim rental tax allowance
€19k threshold ? its €7,620 per year
