The answer to my own question is yes, it's active. Despite their claim, Revenue never wrote to me again, so my collection agent is now using the new system and the remitted 20% payments are showing up in my ROS. Hopefully when it comes time to submit a Form 11 for 2023, these will all be properly credited. The legislation seems a bit wishy washy as to when the collection agent is actually supposed to make the payment to Revenue once the rent has been received. Revenue has determined that "forthwith" means be the end of the month the payment was made in, but the legislation doesn't place a deadline on the payments. My agent only submitted the payments for July today and the system happily took them. Not sure if they will wrap agents on the knuckles for such delays in future. You can set up a direct debit but I don't want my agent to do that in case a given rent payment is not made and the agent forgets to stop the direct debit. Still, such a clumsy and unneccesary burden on agents/tenants/landlords and for no actual gain in tax compliance as the sketchy landlords aren't even known to Revenue and won't comply with this system anymore than they complied with its predecessor.
