Rent supplement, local authority exemption

On the information for rent supplement on the welfare site there is a bit that says "Another part of the form may need to be filled in by your local authority, to confirm you are on their housing list and have a housing need, that is, if you are not exempt from this rule"

I was wondering if anyone knows what this exemption is and who its for? I can't seem to find any information on it.

You either have to have been renting privately for 6 of the previous 12 months (and have been able to afford the rent during that time) or have a housing needs assessment carried out by your local authority, be deemed in need of housing and be placed on the housing list.
