I own one property which is currently let. It is registered with PRTB and income declared.

I am currently renting myself but not claiming any rent relief. Am I entitled to do so?

It is tough to give some guidance on this when there is so little information.

If you reside mainly in the accomodation you rent from a third party then I think you would be entitled to the rent relief credit. This is assuming that this is your sole or main residence for the year.
 
Yes, I rent a room in a house owned by a first time buyer and have been living there solely for 8 months.

Then - on the basis that you're renting out your only property and have no PPR etc, caveats in abundance - yes.
