Both, with the proviso that you split the amounts - i.e. if your rent is €1,000 per month, you can't both claim to be paying €1,000 a month (though of course rental tax relief is so low as to bear no relation to the cost of rent... but that's immaterial: declare in the proportion you pay and it's fine). Likewise, you can get tax relief only on the proportion of bin charges you pay - and as the amount is quite low, it's probably less of a headache to declare it all via one person's tax return and make whatever settlement between yourselves that you feel is equitable.
