Rent allowance questions needing clarity

Hello all,

I've been looking for the answers to these questions for ages now online, through other forums and through a number that deals with RA but I still don't have anything solid to go by. I'm hoping I might find answers here to some or all, even good advice.

1. What's the difference between Rent Allowance and Rent Supplement?

2. I will be doing a VTOS course in September in a different city. It's very expensive to live there but some places accept RA. I want to move up there in March coming and go on the housing list as it will take a couple of months for everything to be processed. Plus I can keep my RA if I get it on VTOS.

I've rented privately for 6 months previously and I have proof. I would be applying as a single person and I could afford it by the skin of my teeth w/o RA. Regarding change of circumstances, would this qualify as local link and a change in my circumstances? My rent here in the different county is lower and I'd be moving on the basis to do a course where my fees would be covered, they'd otherwise be 2,000euro where I live. I was told it would look like I was just moving up to get RA :/ I haven't applied for RA before.

3. What are the living requirements for 2 single people living in shared accommodation applying for RA? Would two single beds in one big room meet the criteria or does it have to be two separate bedrooms? I've been told CWO's doing inspections check the bedrooms.

If anybody has some good info feel free to pass it my way, it'll be hugely appreciated. Please refrain from being mean, people have been full of condescending riddles regarding this haha. Thanks for reading all of this!
 
The official name of the scheme you're talking about is Rent Supplement. It is colloquially called Rent Allowance.
Just to add to the confusion, there is an old social welfare scheme called Rent Allowance, which has nothing in common with Rent Supplement.
