rent allowance and council list?

I recently have been thrown out of home with no where to go, so I went and signed off for JA but i will only get half rate as im 18 and could be waiting weeks.. I found a new place to live so went to apply for rent allowance and help with the deposit. The social welfare officer I met said i have to be on the council list first and that can take up to 3 months from when you first apply. So i cant pay my rent, landlords not happy and only getting help with money from my mother. Is there anyway i can prove hardship and get on the council list quicker??
