removing rust

got a second hand bike at a sale of work for bigjoe_dub_lite. it cost me €5. bargin of the year if you ask me.

it works fine. the only issue with it is the steel on the wheels has a bit of rust on them. what is the best way to remove this rust?
 
brillo is great for this done it many times as a kid
 
WD40 and steel wool. Give it a very generous spray and leave it to work overnight before taking steel wool to it.

It's probably worth while giving the chain a really good spray as well.
