Removing gas fire, procedure and certificate

A friend is renovating his house. He removed a gas fire in order to put in a plug-in electric version. The job was done by a handy man who had great difficulty in locating the supply gas pipe. There was no visible pipe either side of the fireplace like there is in many houses. In any case they have removed the fire now and there is a hole in the ground which has been filled with slow setting cement possibly fire cement. Is this sufficient? Or safe? When I did my own stove at home my gas supply was closed off at the side of the fireplace at a visible copper type pipe. His house was built in 1999 and the only information I could get was that the supply to the fire was difficult to locate. Any suggestions ? I recall getting a certificate on my own fire to say the gas supply had been removed presumably this handyman should supply same ?

It's illegal for anyone that isn't registered to have touched this.

Yes its mains gas. It was a handyman doing other work on house. However as i understand it there is a registered gas installer due to look at it next week (subcontracted by handyman ). Is this satisfactory given that cement will be set and he wont have seen the pipe being sealed ?

Susie2017 Tell them They need to hire and pay someone who is registered to do the job correctly ,

And was a cert provided for this? I had mine done by a gar registered guy, but was given no cert. Should I get one from him in case I sell the house in the future?

I don't remember receiving one, but he did other certified work for me at the same time so it might be included in that. In any event, I wasn't asked for any certificate when selling the house.
 
Ok. So no update on this as yet. I will visit this person tomorrow. Is it necessary or not to get some sort of cert on this. Is it ok to proceed with switching on electric fire in the absence of one ?

you should not switch on a electric switch or light anything until you are sure gas is disconnected correctly be a person qualified to do so,
