A friend of mine is about to move into a new office and the carpet is glued down on concrete. Reading previous threads it seems there is no easy way. My question is what is the best way to remove the glue considering she wants to paint the floor afterwards.

I'm 99% totally sure about this, the 1% depends on the type of glue used.
Go to a motor factors like J & S motors in York Rd. Dun Laoghaire and ask for a 5 Lt can of cellelose thinners.
Put some onto a rag then spread it onto the glue, leave it for 5 mins then scrub it off with a wire brush.
Wear a face mask, gloves and very old clothes.
