reinstating concrete on margin in front of house

A friend of mine bought an old house which is right on the side of the road at a T Junction. (the front wall of house is only approx 3 foot from the tar). There is concrete which has been partly broken up by cars driving over it. The drains for the down pipes are in this concrete. The water is going in under the house at present

They would like to reinstate this and put the concrete higher to stop cars from driving over it. They would put reflective bollards in it.

Do they need to contact the council before they can do this?
 
If it's a public road, then yes they do. Expect the council to charge them for all sorts of red tape involved with any works they want to get done.
 
It could be the type of thing that they could just go ahead and do and it will probably go unnoticed. If anyone does ask any questions, could they just play dumb and say it was like that already?
 
Is this an urban or a rural location? Is there a footpath? Are there gullys to take the rainwater? Is the concrete strip being damaged by public cars or just cars associated with the property. Do you know who put in the concrete strip originally the council or the property owner? Are there any other services (besides the drainage pipe) in the strip between the tar and the house (eircom, water, ESB, gas, cable etc)? Are there any neighbouring properties and if so is there a concrete stip in front of these?
 
It is a very rural location.
No foot path.

There is a drain in place with gully to take water from down pipes

The concrete strip was originally put in place by the owner.

The strip would have been damaged by public cars. The distance from the road to the front wall of the house would be no more than 3 foot. There is no margin between wall and road other than the broken concrete.

There is a water main right at the edge of the road.

The neighbors houses are all further back from the road. The houses are all stand alone properties on reasonable 0.3-0.5 acre sites
 
When was the house built? Any chance this margin was built to comply with building regs relating to accessibility?
 
House is over 100 years old. The front wall is right on the road (3 foot back). It has no door in it
 
had similar situation , just do it and prepare to deny it, guranteed no one will question it , sure thry dont even do street cleaning any more in our town
