Can anyone point me to a piece of documentation which definitively sets out the regulation about why you can't buy and register a vehicle in the North and base/use it in the South? I know the rule, but need to show this to someone to prove the point.

You could contact the relevant department of the Revenue and give them the persons details. They will explain the law to them, in detail.
