refused business loan

my other have has been refused a business loan to expand his retail business. (after being told it should be no problem before he applied). He was told he could apply for it as a personal loan which he doesn't want to do. Are the banks just trying to sqeeze a bigger margin out of him if they are willing to consider him on a personal basis?
Any alternative ideas on how to come up with the cash?

Depending on the bank, you could try talking to a business financial advisor, or your accountant may be able to help with putting together a pitch to an alternative institution or a contact within a bank.
