I have been offered redundancy with 2 years capped .what does this mean

With more detail about when you've been offered, I assume that the terms of the redundancy offer is x weeks per year of service with the maximum payment capped at 2 years salary.

Yes 5 weeks pay per year off service with 2 years capped.

Without more information my interpretation would be that you will get 5 weeks per year served up to a maximum of 104 weeks.
E.G.
5 years service = 25 weeks pay
10 years service= 50 weeks
20 years service= 100 weeks
30 years service= 104 weeks as it is capped at this amount

Ask your HR department to explain and provide the figures.
