Redundancy

my husband is on unpaid sabbatical overseas from a university. Six months into it he receives an email saying he is on a list of people whose job is at risk. If out of that list people don't go for voluntary redundancy he could be made redundant.
Can you be made redundant when you aren't there?
We are using our savings to be here, shouldn't they have told him not to go?
