Red deal is usually a generic term for pine. Nowadays that is probably from Russia or the baltics. Nonetheless pine is still a softwood so is not durable. I would not advise it for a deck application, I certainly would not use it unless it was pressure treated. You would always be better to go for a tropical hardwood (although check its environmental credentials) or alternatively cedar or larch both of which are naturally durable.
