How far back can a business owner relcaim tax?

He wants to register for his S&U tax certificate for January 2009, but purchased materials to build/start the business in 2008. He would like to reclaim the tax.

Can he relaim all of it on his first S&U tax return?
I think he said he has receipts back to March 2008
