receiving supplementary pension and state

My mother received a letter today from the Pension Unit in the department of education and skills.
She had applied for and received a state pension two years ago amounting to 50 per week, this was also backed paid from when she first should have received it at age 65. She is now 70.
she also has an occupational pension and a supplementary pension from Dept. of Ed. 42,700 and 1600.
this shouldn't have happened...so they are stopping the supplementary pension of 1600. Does anyone know how they will be allowing her to payback the amount owed? She is very worried as my father does not qualify for any pension.
Any advice going forward. It probably sound naive but she just didn't have any idea she shouldn't be getting both.
 
Just to follow up on this she has got a letter from Social Welfare today stating that she got a rebate if tax in 2010 and did not declare the state pension of 2600 per year.

She has to fill out a form and get back to them.

Will she have much to pay back, she is in a terrible state she is 72 and not able for all of this.
