It seemed at one point as if property development was the only option for use of space and that the more "units" that could be shoehorned into any open space, the better.

Good news alright. Have had a few experiences in the past couple of years of hitting the red, thinking no problem there's a petrol station at x and when I drive there its gone. Then takes ages and ages to find another one because they've all disappeared too.
