Really can't connect laptop to iPhone?

Hi, sorry I admit I'm new into iPhones but I went to 3 today and asked them if I can subscribe to contract for iPhone so that I could connect iPhone to laptop (to use the iPhone as a kind of modem) and was told that they might cut me off from contract as it's not allowed? :confused: Really? :eek:
 
Am no expert, but when your set up with a provider you can turn on "personal hotspot" on your iPhone (settings) and then just connect via wifi from the laptop..
