The problem is with your internet rather than freesat.
If you go to bbc.co.uk/iplayer on your PC, you will probably get a message that it is not available in your region (i.e. outside the UK).
For it to work you will probably need to use a proxy or VPN service e.g.

As you probably can't configure the necessary network settings on your Foxsat, this will have to be done on your router.
