Rads - pipes flaking in hard water area

Some of our rads appear to be sort of disintegrating around the pipes - I think the lime is causing corrosion. what type of professional would we need to check this out - plumber? someone that services rads? We have never had our oil heating/radiators serviced since we moved in - could the same person do all?
