Rads on when only zoned water should be

I have the heating zoned wth mechanical switches. My normal engineer seems ot have gone out of business so I am at a loss what to do. I've called Bord gais to service the boiler but not sure if they will do the switches too.

Anyhow, heat is turned off via the 3 channel programmer for the summer. When the gas is on to heat the water, the rads upstairs are getting warm. I've turned most of the off via the trv but not all have trvs.

Is there something I should be looking into specifically? Is one of the switches broken?

Sounds like a motorised valve isn't working.
