Quinn health - difference between health manager starter and personal care?

Hi, am abit confused - can anyone explain the difference between health manager starter and personal care?

I can't see what extra there is for paying €120 more to move to personal care from health manager stater

PersonalCare covers more private hospitals, such as the Bon Secours Hospitals and Mount Carmel. PersonalCare also gives you emergency cover overseas. HealthManager Starter offers better maternity cover.

The out-patient cover is more or less the same, but PersonalCare gives you much better cover for dentists PC gives you up to €30 back per visits for 10 visits per year. HMS gives you up to €25 for one visit per year. Both schemes have the 50% limit on your refund (e.g. half of a visit to a dentist, up to €30/€25, etc)
