Question on Rate change 2011

I have a question on the introduction of a second Reduced VAT Rate effective from 1 July 2011 The Supplies of goods and services at the new 9% rate.

If I stay in a hotel my room is charged at 9% but I use facilities in the leisure centre, these are charged at 13.5%. Is this correct?

According to Revenue.ie gym fees also appear to be at the reduced 9% rate
