Question for transport authority - Dail Committee debate

I happen to switch stations on Wednesday night and came across a programme from the dail committes. Olivia Mitchell was asking about rest stops on the M50 and a man from the above authority (I didnt catch his name) as much as said we dont really need them as most journeys on the M50 are a half an hour long. He gave examples that it only took one hour to travel from Dundalk to Dublin and again an hour from Mullingar to Dublin. Could someone tell me what route he is using?
 
Assuming light or no traffic, it sounds doable. But is that a realistic assumption?

The AA says 1 hour 5 minutes from Dundalk to Westland Row. 83km in total.

1 hour and 4 minutes from Dublin to Mullingar. 81km in total from Tara St.
 
I did Ballinteer to Drogheda in 1 hour on several occasions last year, leaving Ballinteer at 7 am
