Question about Citroen C3

Ive got a citroen C3 desire (great little car)

But i got one little niggle with it, evertime i turn on the fan the air conditioning comes on as well and i have to press the air con button off.

Is this normal or a fault?? as sometimes i forget to switch off the air con and it eats into the mpg.
