Query regarding Rural Renewal Scheme

I am planning on moving to the west of Ireland in the next couple of years and recently saw a development for sale there which qualifies for the Rural Renewal scheme. Because of this I'm thinking of bringing my plan of purchasing a house there forward slightly and getting one of the houses in this scheme.
I intend on keeping this house for my own use and not rent it out. The question i have is that I currently own another house but due to my job cannot relocate to Leitrim for another year or so. Can I claim the owner-occupier rural renewal grant on the house I'm about to buy even if I own another property (which is also owner occupied)?
I'm confused as to how one qualified for the owner-occupied status in order to get the relief. The other option available in this scheme is to get rent relief but as I'm not buying it for investment purposes then I'm not sure if I can benifit from either.
Can anyone help out on this query or know where I can get further details on this? The sales agent doesn't seem to have much information on this.
