Query on max size of extension WITHOUT planning permssion

I have a house with a ground floor extension measuring c.250 sq. ft. I know it's possible to build up to 40 square metres without Planning Permission but my qyestion is "does this include 1st floor extension" ie. can I build on top of part of the existing extension if I remain under 40 sq. m in total?

Any advice appreiciated.

in the case of a detached dwelling you can build 20 sq m on ground floor and 20 sq m on first floor.

in case of a semi or terraced you can build to a max of 12 sq m on first floor.
