query about AH properties for sale...

This is perhaps a silly question, but if someone could just provide a little clarity, I'd appreciate it.....

If you look at the Meath County Council.... it advises that there are currently properties for sale throughout Meath. What confuses me is.... are these properties that have already been offerred to people on the list and are "left over"?
 
At a guess I reckon these are probably properties that people pulled out of for whatever reason.......Could be completely wrong though!
 
Thanks Natt for your response! I'm thinking that way too.... just am not 100% though! Just seems strange that Meath County Council have such a long waiting list, yet have availability in a lot of places...
