Put rads on but don't heat water - economical?

We got a new boiler and heating controls fitted. So now we have 1. Hot Water, 2. Downstairs and 3. Upstairs - all separate and timeable and temp controlled.
When I run the boiler on the timer for the mornings, will it use more oil if I time the hot water at the exact same time?
Would there be significant savings if I just heat the rads but keep hot water 'Off'.
Say I have heat timed for a 3hr stint, would it be more energy efficient to get the hot water to come on for the last hour of the cycle or the first hour of the cycle.
We have a closed heating system (with the red balloon pressure thing in the hotpress). So cyclinder can be isolated from rads system.
