Hello,

I hope someone can advise me on an issue that has come up between myself and my local authority.

We have recently purchased a council house through the 'tenant purchase scheme' and just prior to completion we learned we had to pay the outstanding water charges on the property from the mid-90's which were not paid by the previous tenants.

We got the tenancy of the house in 2004 and never heard anything in relation to this before.

I really feel this charge unjust and wondered if anyone had any views or experience of this before?

PS. I asked the council for a refund but they abruptly declined.

You need a deed of discharge from the council/local authority. This charge or burden is usually printed clearly on the land registry folio.

The person selling you the house should have to pay this before you buy it. I don't see why you should have to pay for it?
 
Thanks Niallers but I bought directly from the Council and they've insisted that even though I was not the tenant back in the 90's when the charges were applied - that the charge must be paid on the property??
