Should someone be covered by Public Liability Insurance if injured playing football on college grounds even if it's just a friendly kickabout.

The law assumes that one participates in sport at one's own risk i.e. you accept the particular hazards associated with the sport. However if, for example, the injury was caused through a defect in the pitch, which you were not made aware of, or could reasonably be assumed to be aware of, you could probably succeed in a claim for negligence against the college authorities.

The normal thing would be to arrange Personal Accident insurance on one's self.

you should have your own insurance if playing sports.
You may have your own insurance but if you play as a member of a recognised and affiliated club in a league / competition organised under the auspices of a sporting body such as the GAA, IRFU, FAI, your annual club subscription includes a contribution to insurance.

I would suggest that college byelaws would indemnify the college agaist injury sustained while using college sporting facilities outside of properly organised or supervised activities / times.
