a friend of mine is selling his pub licence. what i want to know is if he is over 65 does he have to pay capital gains tax.

i dont beleive ago affects the amount of capital gains tax you pay. It only affects DIRT as far as i know. They are only worth around 150k these days and if he bought it years ago he may be able to index the purchase price for inflation, tell him to talk to an accountant/tax expert.
 
Age is indeed a factor in at least one potentially important CGT relief (retirement relief) but only in the context of a range of conditions, some of which can be complex. For the sale of an asset as valuable as a pub licence your friend needs proper professional advice to determine eligibility or otherwise for this relief and/or others and to quantify his liability. It would be very foolish of him to depend on the "expertise" of informal friends or acquaintances to do so.
