If you have a new tenant (taking all of house) inside of a year, do you have to pay an additional €70 to PRTB board when registering?

In general, fee is per tenancy. See PRTB for details

Yes. Up to a maximum of , I think, 4 per year.

You can claim this as a legitimate expense though against your rental income.

OP: In your case, a fee is chargeable; however, note that if you are so unfortunate as to have these tenants leave within the balance of the year, you will not be liable for a further fee for a third or subsequent registration.
