Prtb - are they any good?

I have a general query for the prtb (which I can't find the answer for on their website) and have been trying to contact them since Wednesday. The phone either gives options and then rings out when you pick one or it is engaged immediately. If it was a private company it would be out of business by now if this poor service is typical. I was listening to the radio last week and there was speculation that the prtb may be tightening up legislation and increasing fees in the near future - surely that's laughable considering they can't even answer their phones!
 
I found them very efficient myself. I took a case to them regarding an unscrupulous landlord and a Polish family who were renting from him. The Poles had asked me to help them get back €1000 taken in error from them so I turned to the PRTB after being told where to go by the landlord. The PRTB found in our favour and all monies were returned.
