PRTB and Subletting

I have a question regarding the PRTB and subletting. If a landlord registers a house with the prtb for tenant1 and then tenant1 subsequently sublets the property to tenant2, does tenant1 have to register tenant2 with the PRTB also?

Does tenant I have permission from the landlord to sublet to tenant 2.
 
landlord is the original registrant so I would imagine its his responsibility
