proxy but did not work

I followed the link above to the letter but the proxy did not work,I use an Irish proxy on the list available in the link,
I have laptop and desktop changed both to same proxy ip but when I tried to open it I could not,
any ideas thanks

Can access with proxy but can't use user details

I got a proxy to work to access a site but it will not allow me to log on with my user details
