problems with the builder

I'm looking for advice regarding a new property that I have bought. I started the purchase process back in January. By the time contracts were signed it was May. We never had a completion date written in to the contract. But we did have certain stipulationsin the contract which the builder agreed to(to change the kitchen. extend a bathroom. repaint in colours of our choosing etc). Basically hes a cowboy and tried to get away with doing things on the cheap. I went down there a few weeks ago and there was dampness and mould in one of the bathrooms. I was told that there was a leak from the Kitchen upstairs. I went down last weekend and its all over the bathroom now and has seeped down another few levels(property set over 5 levels) and is on parts of the wall, ceilings and skirtings on three of the levels. They said that they will fix this but I know that they will just paint over it. The guy that I am getting to snag is a structural Engineer but 40% of his work is snagging. Am I best off with someone like this who will also look at the structural side of things as opposed to someone who will just do a normal snag list. He seems really clued in. Would somebody like that be qualified to know if the plumbing is ok etc or should I get somebody else in to look at the likes of this. Also can the builder just let things drag on and on or can We force him into a finish date. I'm thinking we probably cant. Any advice on this and how to deal with the builders would be appreciated
