Problem with drains in small group of properties and no management company

The reason i not replied earlier is the owner lives abroad and back for Christmas so this came up again.

Does this mean that if any other owner wants to examine under this property they need the permission from the owner of the property i mention.
They shouldn't be letting this issue go on as it will build up to an even bigger issue. As regards the management company and getting others to agree, a thankless task I'd imaging. Just pay for an expert to sort out the problem.

Absolutely. Its tantamount to leaving a problem unfixed for everyone but the person blocking is going to suffer the worst of it. It probably needs to be communicated to that person in those terms. A blocked or even just greasy drain attracts rodents and especially if her property is left vacant, I'm sure this person doesn't want to come back to an active mice or rat nest in their property either. Nothing mice/rats love more than a stinky drain.
